
Instant Euro Payments rules mandate commercial banks and euro-area payment service providers to extend the facility of immediate sending and receiving of regular euro funds (the money in your account in your current bank) instantly (within seconds) and at no extra cost compared to a standard transfer. It is a new regulation on existing money in banks.
The new regulations convert the old bank transfer from a slow, business-hours-only service to an immediate, always-on utility that is safer and cheaper to use.
The main distinctions of the new Instant Euro Payments system from the previous standard payment system are: speed, availability, cost, and security.
- Instant Transfers 24/7: Euro payments are now received by the beneficiary in seconds, day or night, and including weekends and weekdays.
- Mandatory Service: Payment service providers in the euro area must offer the possibility of making instant euro payments (from 9 October 2025) and have had to offer the possibility of receiving them since January this year.
- No Extra Charge: There shall be no extra charge made by banks and other payment institutions for an instant payment than a normal credit transfer.
- Free Payee Check: The providers should ensure the name of the payee is identical as provided IBAN, and this shall be free of cost. It avoids mistakes and frauds.
- Enhanced Security Screening: Providers must also perform daily screening of all payment service users against EU sanctions lists to prevent money laundering and terrorism financing.
- Lower Costs for Providers: New rules allow payment and e-money institutions to directly join payment systems, so they can offer services, such as instant payments, better.
- Increased Availability (In Future): Euro instant payments will also be available outside the euro area from January 2027.

Not a Digital euro
The Digital Euro: This is an independent project that the European Central Bank (ECB) is investigating to possibly issue a Central Bank Digital Currency (CBDC).
- New, digital version of central bank money, such as digital cash.
- It would coexist with cash and your existing bank deposits.
- It remains in the preparation/investigation stage, and the ultimate decision regarding its issuance has not yet been determined.
That is, the new instant payment rules are an evolution of the existing payment system, while the Digital Euro would be a totally new form of money backed by the central bank.
