Make-or-Break Month for XRP? SEC ETF & Ripple Bank Charter Decisions Converge

The Ripple Labs application for a U.S. national trust bank charter by the Office of the Comptroller of the Currency (OCC) remains top of mind for the crypto space, especially as the deadline draws closer.

Ripple Labs is seeking to charter Ripple National Trust Bank, a new (de novo) limited-purpose national trust bank. The charter is primarily for non-depository activities like custody, fiduciary, and reserve management.

The main stated purpose of the bank is to offer supportive activities for Ripple’s stablecoin (RLUSD) and other payment businesses, including stablecoin reserve management and related fiduciary services for institutional customers.

The application was filed in July 2025 and made available in early August 2025, and the legislative 30-day public comment period has lapsed. However, much of the submission (about ≈90%) was marked confidential. The application is currently in regulatory consideration by the OCC.

While the OCC’s in-house procedural standard is 120 days to review national bank charter requests, the actual approval time frame varies greatly.

For an OCC decision from the July 2025 filing date and the 120-day benchmark, it would be late October 2025. With that, October 2025 is a very critical and potentially pivotal month for Ripple.

Some industry specialists suggest that the actual approval process for a crypto business will be more onerous and may take longer, perhaps 12–18 months, though late October remains the regulatory timeline based on the 120-day marker.

Regulatory clarity and institutional confidence built are yet to be expected to trickle down to the wider ecosystem.

Federally regulated status would encourage corporate treasuries and traditional banks to collaborate with Ripple and, perhaps, use XRP via On-Demand Liquidity (ODL) for cross-border payments since it verifies XRP’s usage in the real world.

The nod would also increase the acceptability of XRP in U.S. markets, which may, in turn, draw increased investor demand and liquidity.

October 2025 A Critical Month for Ripple

The application review is added on top of other significant regulatory milestones, and so October 2025 becomes a convergence point for several factors that can determine the short-term trajectory of XRP

  • OCC Bank License Decision: Expected by end October.
  • Spot XRP ETF Decisions: The final statutory deadline for the SEC to rule on a number of spot XRP ETF applications (following delays) also falls in mid-to-late October 2025.

The combined outcome of these two key decisions (OCC license and SEC ETF approvals) is widely considered “make-or-break” for XRP’s path to mainstream institutional acceptance.
